Abstract

Abstract Law Number 20 Year 2003 on National Education system mandates that every citizen aged 7 -15 years of compulsory basic education to follow. Article 34 paragraph 2 states that the Government and local governments guarantee the implementation of compulsory education at least at the level of primary education without charge, while in paragraph 3 states that compulsory education is the responsibility of the state held by government institutions, local government, and society. School Operational Assistance (BOS), which began in July 2005, has been instrumental in accelerating the achievement of normal 9-year program. Preferred BOS funds for poor students include helping students drop out of school, for nonpayment of dues / fees made by the school. If later there was still some BOS funds, it will be used to subsidize other Siwa. For that society needs to better understand, and agree to the BOS program is therefore necessary to hold civic socialization with the help of visual communications media so as to attract people to understand what the BOS funds. either through seminars, lectures, and via electronic media of television and the internet. There were concerns raised that the Media How to determine and design appropriate, effective and communicative as a means of socialization of the School Operational Assistance program in Bali.
